About Passenger Service Contracts

In May 2021, the Secretary of State for Transport announced the most ambitious and radical plan to reform our railways in 25 years when he published the Williams-Shapps Plan for Rail.  This marked the beginning of a new golden era for the railways. The vision of the Williams-Shapps Plan for Rail is clear: to transform the railway by providing a better service for customers and delivering value for money for both the taxpayers and the economy

Passenger Service Contracts (PSCs) will be introduced to support in delivering this reform, allowing for a new way of working between the public and private sector. The PSC will be a new commercial model which will focus operators on running services efficiently and providing reliable and high-quality services for passengers.

Partners will be procured to deliver services and collaborate with Great British Railways to improve passenger services across the network.
